Administrative Setup of the ESI Corporation

The Employees' State Insurance Corporation operates via a structured framework connecting its Apex Headquarters in New Delhi, various Regional and Sub-Regional offices, and Senior State Medical Commissioner offices across India.

ESIC Headquarter

Apex Central Office at New Delhi.

  • Chief Executive: The Director General (DG), appointed by the Central Government in consultation with the Corporation, functions as the Chief Executive of the Corporation.
  • Divisional Heads: The DG is assisted by a Financial Commissioner, Insurance Commissioner, and Medical Commissioner.
  • Support Services: Vital support services are provided by the Administrative Branch, Actuarial Branch, Public Relations Branch, Vigilance Branch, Planning and Development Branch, Construction Branch, System and Management Services Units, and HRD Branch etc.
  • Execution: Responsible for translating the decisions of the Corporation into action.
  • Coordination: Liaises with Central/State Governments, members of the Corporation, and other statutory bodies.
  • Development: Manages overall development, administration, manpower management, and financial planning of the Scheme.

Regional Office & SSMC/RDMC Office

Regional Offices in most of the States and sub-Regional Offices in dense industrial areas ensure smooth operation and functioning of the scheme.

  • Leadership: Regional Offices are headed by the Regional Director who reports directly to ESIC Headquarters.
  • North Eastern Region: The Regional Office for the North Eastern States is located in Guwahati, Bamunni Maidan.
  • Scope of Work: Responsible for administering the scheme in their respective States/areas of operation.
  • Core Activities Include:
    • Implementation in co-ordination with State Governments.
    • Inspections, surveys and enforcement.
    • Collection of revenue.
    • Administration of local offices, cash offices, and inspection offices.
    • Repair and maintenance of buildings owned by the Corporation.
    • Delivery of cash benefits to ESI beneficiaries.

Senior State Medical Commissioner (SSMC) NER

  • Zonal Organization: On the medical side, various regions have been grouped together into zones and an SSMC is posted for each zone.
  • Medical Referees: Posted in each region and function directly under the SSMC.
  • Coordination: Responsible for co-ordination of various Medical matters with respective State Governments and report directly to ESIC Headquarters.
  • NER Office: SSMC is posted in Guwahati for the North Eastern Region w.e.f. 1/10/2015.
